Getting a permit to access our forests
The forests we manage are production forests where commercial forestry operations are being undertaken throughout. The risks and hazards associated with these operations can include but are not limited to oversized vehicles, large plant and machinery moving around on our forest roads, and forestry workers and crews undertaking various operations throughout the forests.
To ensure everyone’s safety, we carefully control access, which means everyone accessing our forests will need to complete either a Business or Recreational Forest Access Health & Safety Induction before applying for an access permit. This will ensure all forest users are aware of the rules and expectations, possible hazards, and safe driving practices.
There are several types of permits that may apply to your situation as detailed below and we want to make the process as smooth as possible. Please select the type of permit required and follow the instructions.
To note, a permit is not required when driving on public access easements or when using recreational areas in Whakarewarewa Forest for activities such as cycling, walking, running and horse riding. However commercial forestry operations do occur in Whakarewarewa Forest, and users must abide by all signage to ensure their safety.
Business Forest Access Permits
Business Forest Access Permits are issued to people accessing the forest for business purposes. This includes approved Kaingaroa Tipu contractors, third parties and subcontractors. Any vehicle entering the forest must have a valid permit, which must be displayed on the vehicle at all times.

Recreational Permits
FIRST Security issues Recreational Forest Access Permits on behalf of Kaingaroa Tipu for hunting, fishing, and game bird shooting. Subject to fire danger levels, access is available from the first Saturday in May to the last Sunday in September (including any public holidays during this period). UAV Permits
Anyone who wants to fly a UAV over our forests must obtain a UAV Permit from Kaingaroa Tipu and meet all Civil Aviation Authority rules. UAVs are only permitted for commercial, scientific or research purposes. You can find out about the rules and requirements and apply for a UAV Permit here.

If you want to conduct an event in the Whakarewarewa Forest, you will firstly need to contact the Rotorua Lakes Council for approval. If granted, you will then be required to apply for a Kaingaroa Tipu Business Forest Access Permit.
Council Permits & Concessions
Easements
Our estate contains easements that provide public access across other land areas such as DoC Forest Parks and the Rangitaiki River. While you can travel on these easements without acquiring a permit, you must abide by the conditions and Kaingaroa Tipu risk management measures.
- The purpose of the easements is to provide access to other land – no stopping on the easements is permitted.
- No access during hours of darkness.
- No hunting without a valid permit.
- Easements may be closed for risk reasons (i.e. fire danger, safety). Please respect any closures, which will be notified by forest signage.
- NZ Road Code rules apply.
- Non-compliance may result in trespass or legal action.
